Abstract： ［Purpose/significance］By establishing an evaluation system for intellectual property rights transformation policies, the paper provides reference basis for government departments to formulate scientific and reasonable intellectual property transformation policies, and promotes the development of national intellectual property rights.［Method/process］ On the basis of content analysis and coding of intellectual property transformation policies, a four-dimensional analysis framework is established to determine the evaluation index system of intellectual property transformation policies. Using policy quantification standards and entropy weight TOPSIS model, the six selected intellectual property transformation policies are measured and evaluated. ［Result/conclusion］ The results indicate that among the evaluation indicators of intellectual property transformation policies,the policy objective evaluation indicator has the greatest impact on the evaluation of intellectual property transformation policies, while the weight difference between policy intensity, policy tools, policy objectives, and policy action objects is relatively small among the evaluation indicators of intellectual property transformation policies. The policy tool evaluation indicator has the smallest impact on the evaluation of intellectual property transformation policies. In addition, the comprehensive ranking results of the six policies show that “the Opinions of the Ministry of Education, the China National Intellectual Property Administration, the Ministry of Science and Technology on Improving the Quality of Patents in Colleges and Universities and Promoting the Transformation and Application” is relatively ranked at the top, while “the Notice on Implementing the Special Plan for Patent Transformation to Assist the Innovative Development of Small and Medium sized Enterprises” and “the Notice of the General Office of the Ministry of Education on Carrying out the Special Supervision of the Implementation of Policies for the Transformation of Scientific and Technological Achievements” are relatively behind. Finally, based on the research results, it identifies the shortcomings of the study and proposes corresponding policy recommendations.

Abstract： [Purpose/significance] This paper reconstructed the model of transformation theory in information science, and explored the rules of coupling and evolution between elements of transformation model, aiming to improve and expand transformation theory and its application.[Method/process] This paper redefined the five elements of data, information, knowledge, intelligence and wisdom by using literature research method and content analysis method, and constructed a more complete spiral transformation model based on the existing transformation model.[Result/conclusion] By constructing the spiral transformation model, not only the conversion process and methods of model-related elements can be clearly defined, but also the application of transformation theory can be covered in the fields of think tank construction, smart city and competitive intelligence.

Abstract： [Purpose/significance] This paper aims to strengthen the concept of knowledge contribution within the college think tank alliance, enhance information communication between alliance and users, and improve the service effectiveness of college think tank alliance.[Method/process] The paper points out breaking thinking set of original management mode of council system of college think tank alliance in China, analyses the essence and train of thoughts of the design of cohesive and outreach incentive mechanism, the process of designing the incentive mechanisms of the college think tank alliance were planned, alliance goals matching member needs, the incentive mode according with the motivation of resources co-construction, stage and year-end evaluation jointing incentive effect, tightening comparative exchange and organizational assimilation and so on.[Result/conclusion] On this basis, the incentive paths and mechanisms for cohesive and outreach operation of college think tank alliance in China were pointed,such as work incentive mechanism, reward incentive mechanism, spiritual honor incentive mechanism and effective communication incentive mechanism.

Abstract： [Purpose/significance] This paper concretely analyses the public libraries' present situation in American from the perspective of equalization, summarizes its enlightenment and provides reference for the development of equalization of public libraries in China. [Method/process] Based on the interpretation of The State of America's Libraries 2018, complementary with network and field research content, it analyzes the current situation of American public libraries from three aspects:diversified and equal service audience, national literacy education and sustainability of service resources. [Result/conclusion] Public libraries in our country should learn from foreign advanced experience, strengthen the service for the vulnerable groups in the face of demand, attach importance to national literacy education, follow the principles of sustainable development, and enhance public librarians' service ability of equalization, to promote the development of equalization of public library services in China.

Abstract： [Purpose/significance] To construct a fine-grained sentiment analysis model for product reviews based on Word2Vec and CNN.[Method/process] This paper firstly applied Word2vec to build product feature vocabulary and noise vocabulary based on product reviews, secondly extracted the feature words from product reviews by the noise vocabulary, then classified the product reviews according to product features sentiment, finally realized product reviews clustering based on product features.[Result/conclusion] The model was trained and tested by the reviews of Huawei mobile phone on JingDong Mall,the results showed that the model could effectively realize fine-grained sentiment analysis of product reviews and find out users focus and satisfaction on product features.

Abstract： [Purpose/significance] In recent years, artificial intelligence has brought changes in thinking, concepts, methods and techniques to national intelligence work, making intelligent intelligence analysis gradually become one of the important tasks for the innovation and development of national intelligence. This paper studies the algorithm risk and its regulation in intelligent intelligence analysis to avoid the security risks caused by artificial intelligence algorithms and reduce the factors that restrict the development of intelligence work.[Method/process] Based on the interpretation of the core algorithms and research issues of intelligent intelligence analysis, combined with actual application scenarios, the causes and consequences of algorithmic risk and the interaction between the factors of algorithmic risk are analyzed. Establish a gradual regulatory framework for intelligent intelligence analysis algorithms through pre-assessment, mid-event supervision, and post-event accountability.[Result/conclusion] This article analyzes the formation mechanism of the "intelligence" cocoon room, and proposes a virtuous cycle of algorithm regulation and coordinated development before, during, and after the risks of algorithm black boxes, algorithm defects, and algorithm manipulation in intelligent intelligence analysis, and believes that Facing the two sides of the algorithm is also an effective way to prevent and defuse the risk of the algorithm.

Abstract： [Purpose/significance] The implementation of Plan S has promoted the open access of academic research results, but it still has some shortcomings. By refining the problems existing in the implementation of the 10 principles of Plan S by each participant, the reasons hindering the implementation of Plan S are found..Based on this, corrective suggestions are put forward in order to promote the early realization of Plan S. [Method/process] According to the principle of different countries and different participants in the same country, the research data were determined.Use NVivo11 to sort out foreign interview data line by line, and combine grounded theory and program coding to deeply explore the problems in the 10 principles of Plan S. [Result/conclusion] According to the existing problems of the 10 principles of Plan S,this paper puts forward some suggestions and countermeasures from the following five aspects:obtaining recognition and support from authoritative government departments, supporting of hybrid periodicals as a transition mode, formulating implementation criteria of cost transparency, properly delaying the implementation time of Plan S, refinement and extension of the principle of Plan S.

Abstract： [Purpose/Significance] Evaluate the personal privacy protection policy of my country’s government data open platforms, is to promote the government data open platform personal privacy protection. [Method/Process] Based on the Personal Information Protection Law of the People’s Republic of China and related documents, this article used the Delphi method and the analytic hierarchy process to construct an evaluation system, and analyzed the personal privacy protection policies of my country’s 16 provincial government data open platforms, to complete the evaluation of the personal privacy protection policy of my country’s government data open platforms. [Result/Conclusion] The personal privacy protection policies of the government data open platforms in my country are not in place, and the overall level is low. It is necessary to strengthen the supervision and improvement of personal privacy protection policies in terms of policy implementation, protective consciousness, and right and responsibility allocation.
